Please read the following guidelines completely before beginning the 3-Step Volunteer Application Process:
All adults (18 years old and older) who serve in children or youth ministries (i.e., Sunday School, camp, Celebration, childcare, etc.) in any capacity (i.e., teacher, aide, administrator, counselor, staff, etc.) must complete all FCBCLA Children & Youth Volunteer Requirements (CYVR), including all training and background checks.
These requirements comply with state law AB 506 and meet ministry leaders’ expectations. Pastoral staff and trustees have determined these steps as necessary to ensure the safety of our children and youth.
Additional Information
- Some ministries serving children and youth may have additional requirements which must be met before a volunteer can serve. We recommend starting all trainings and background checks at least one month prior to serving.
- Volunteers can begin serving once all requirements have been fulfilled.
- Volunteers who serve seasonally or for specific events (such as camp or childcare) must meet all requirements before the event. A volunteer who anticipates serving in children or youth ministry in the near future should complete the process early.
- New and updated regulations may occasionally require additional steps for compliance.
3-Step Volunteer Application Process
Step #1: Mandated Reporter Training
The online training is provided by Mandated Reporter Training and will take approximately 2 hours.
- To access the training, do one of the following:
- Email Justin at jlee@fcbc.org and include your full name and ministry.
- Look out for an email from Justin once your ministry’s leader notifies him.
- After completing the training, a certificate will be generated for you. Download it and email a copy to Justin at jlee@fcbc.org.
Step #2: Live Scan Background Check
- Select a convenient Live Scan location: oag.ca.gov/fingerprints/locations
Note: The average fee should be $20–$30, which will be reimbursed by the church (see below). Avoid places that charge more than that. - Complete and print two (2) copies of this form.
For more specific instructions on how to complete the form, click here. - You must bring the following items with you to complete the Live Scan:
- 2 copies of the completed form
- Current state-issued driver’s license, ID, or passport
- Form of payment (i.e., cash, credit card, etc.)
- Submit a reimbursement request for the Live Scan fee with the following info:
- Your mailing address
- Description: Live Scan Fee
- Budget: 5210 Trustees
- Category: Other
- Optional: If you wish to have the reimbursement deposited directly into your bank account, sign up for direct deposit.
Step #3: Additional Background Check*
- You will receive an email invitation from “ClearStar” requesting authorization to do the background check. Look for the subject line “First Chinese Baptist Background Check Request from connect@clearstar.net” (you may just see “connect”).
Note: For some Gmail users, their ClearStar email may end up in one of their other folders (junk, social, promotion, etc.) instead of the primary inbox. - Follow the instructions in the email to access the ClearStar website:
- Read and electronically sign the disclosure form for your background check.
- The final step is to fill in your information and follow the instructions to submit your application. Make sure the legal name that you provide matches your driver’s license, ID, or passport.
*The ClearStar background review process is governed by the Consumer Financial Protection Bureau under the federal Fair Credit Reporting Act (FCRA).
